A Study On The Role Of Local Government In The Upgrading Of Tea Street In Ma Lian Road

Distinctive high streets, where one or several interrelated lines of business dominate, are regularly characterized by particular commodity systems, forms of operation, and management modes. Modern cities usually present high diversity in their development. To build locally-featured commercial complexes has gradually become a hot spot of urban construction. Not only can them enhance the comprehensive competitiveness of the region, but also them make crucial contributions to the culturalreputation.The rapid development of our country’s economy gives rise to a drastic change in people’s demand for high streets. The advancement of technology and trading pattern has benefited the traditional business, and brought about new challenges to the distinctive high streets on the contrary. The low-cost gathering of customers and logistics is now no longer the target of industrial assemblage. To insert cultural elements into the traditional business and create experiential consumption forms the new magnet when planning high streets.Maliandao Street, a functional block in Beijing, is the largest distributing centre of tea in the Northern China. For decades, the zone has achieved its own characteristics. Simultaneously, the problems that it is confronting with are typical among the cases of other business streets. As a self-shaping business block, on one hand, has accumulated rich commercial resources, while on the other hand, is faced with the tremendous stress which forces them to improve the industrial status, aiming at correspond to the development goals of the city.In the government-based urban construction, support and guidance from the government is indispensable for the development of distinctive high streets. While, as an integral part of the entire city planning, whether the way the streets go to meets the requirements of the overall program also plays a key role in implementing the overall urban construction. In the transformation process, the government’s timely intervention provided a new impetus for the industrial development of the region. But at the same time, how the authorities can perform effectively, taking into account the current situation of local blocks, is an issuedeserves to be discussed by the government and academia.This paper, starting with how the government exercises in the construction of speciality blocks, analyzes through fieldwork the status quo and plight of Maliandao Tea Street. In addition, the author examines some advisable cases of its counterparts in other regions, trying to make clear the identity and target of this commercial street, and come up with specific suggestions how the government should get involved in the industrial upgrading of thisstreet.
