Research On The Role Of Grassroots Government In The Development Of W Street Industrial Park In Changzhou City

Industrial parks,due to their unique positioning advantages,technological advantages,and service advantages,have become an important choice to promote the economic development of urban areas.With the rapid development of the economy,governments at all levels actively explore the use of industrial parks to gather advantageous high-tech industries,increase output value,create industrial chains,and promote the comprehensive economic strength development of urban areas.In this situation,how to better leverage the role of grassroots governments in the development of industrial parks has become an important research topic for governments at all levels.In recent years,W Street in Changzhou City has created a number of themed industrial parks with distinct colors through grassroots government leadership,which has to some extent driven economic development and improved the regional ecological environment.However,there are still some problems,such as unclear economic benefits,unreasonable planning,and insufficient public service capabilities.To address these issues,the role of grassroots governments in leading the development of industrial parks needs to be further optimized and improved.This article studies the role of grassroots governments such as W Street in the development of industrial parks by using theories such as industry city integration,government intervention,and new public services,as well as research methods such as literature research,survey research,and comparative analysis.Taking individual parks with good development quality and efficiency as examples,it summarizes their characteristics and advantages.At the same time,from multiple aspects such as development planning,public services,business environment,and park supervision,the problems and shortcomings of grassroots governments in leading the development of industrial parks were analyzed.The main reasons for the problems were that the "government+market" model was not mature enough,resource allocation support was insufficient,and public service awareness was weak.Finally,based on the new direction and requirements of industrial park construction and development,four countermeasures and suggestions are proposed on how to optimize the role of grassroots governments in the development of industrial parks: firstly,pay attention to the comprehensive development planning of the park,make reasonable use of land resources,drive innovation to lead industrial upgrading,and establish distinctive cultural brand advantages;Secondly,accelerate the improvement of public service levels and create a park environment that combines both hardware and software;The third is to actively improve the business environment,deepen the implementation of the "streamlining management and service" reform,and pay attention to the cultivation and introduction of professional talents;The fourth is to optimize the park management mechanism,clarify the functions of grassroots governments,and establish a scientific evaluation mechanism.
