Research On The Role Of Government In The Transformation And Upgrading Of Shanxi Resource Based Industrial System

Shanxi is one of the most typical resource-based provinces in China.The long-term large-scale and high-intensity resource development has formed the dominant industrial structure of resource-based industry.The expansion of resource-based industries has made Shanxi enjoy huge resource dividends,but also paid a heavy price for development.Many problems in the economic and social development of Shanxi can be attributed to the industrial structure dominated by resource-based industries.Shanxi Province has realized the harm of resource dependence for a long time,and began to explore and practice the transformation of resource-based economy since the1990 s.The transformation of resource-based economy is a complex system engineering,and its core problem is the industrial transformation of resource-based regions.To a large extent,the formation of the industrial structure dominated by resource-based industries in Shanxi is the result of the market mechanism.To promote the transformation and upgrading of the existing industries,we must respect the laws of the market and the industrial evolution,and play a decisive role in the allocation of resources.However,starting from making up for the defects of the market,this paper discusses the necessity of the government to play a role in promoting the transformation and upgrading of industries,Clarifying the function orientation and the boundary of the government’s role is not only the meaning of promoting the transformation in an all-round way,but also helps to deepen the understanding of the government’s transformation work and provide useful reference for daily work.This paper is divided into four parts.The first part is the analysis of the current situation of Shanxi’s resource-based industry system.By tracing back the historical data,this paper reviews the process of the scale expansion and proportion improvement of Shanxi’s resource-based industry represented by the mining industry,and analyzes the characteristics of the resource-based industry system,as well as the causes of Shanxi’s long-term slow economic growth,economic ups and downs,and ecological environment The problems are outstanding.The second part is the review of Shanxi’s industrial transformation and upgrading process and the analysis of the formation mechanism of resource-based industrial system.This paper summarizes the transformation practice of coal resources integration,coal industry sustainable development pilot,comprehensive supporting reform pilot area of resource-based economy transformation,supply side structural reform and so on since the 1990 s,points out the problems and deficiencies in promoting industrial transformation and upgrading,and analyzes the reasons for the slow progress of industrial transformation in Shanxi,that is,the existence of resource-based economy Self strengthening mechanism of industrial development,factor adsorption effect distorting resource allocation,industrial crowding out effect resulting in insufficient development of transformation industry,innovation crowding out Effect Weakening industrial upgrading ability,marginal adjustment characteristics of resource industry amplifying economic fluctuations,etc.The third part is the analysis of the role of the government in the industrial transformation and upgrading.Starting from the reasons for the slow progress of Shanxi’s industrial transformation in the previous part,it is proposed that the government should start from cracking the self strengthening mechanism of resource-based industries in the process of industrial transformation and upgrading,and focus on establishing the factor flow guidance mechanism of the concentration of production factors to emerging industries and the backward force mechanism of the transformation and upgrading of traditional industries,so as to ensure the sustainable development In addition,we should strengthen the innovation drive.From the requirements of implementing the new development concept and promoting the high-quality transformation and development of industry,this paper puts forward the connotation and goal of the transformation and upgrading of Shanxi resource-based industry.The fourth part is the path and key work of the government to promote the transformation and upgrading of Shanxi’s industry.Focusing on the key areas of the government’s role proposed in the third part,it is proposed to promote the transformation of industries to multiple high-end,key reforms from "following" to "leading",accelerate the transformation from competing for resources to competing for services,development mode from resource dependence to innovation driven,and ecological environment from repression We should focus on strengthening industrial regulation,deepening reform in key areas,implementing energy advantage conversion strategy,implementing innovation driven strategy,strengthening ecological environment protection,optimizing business environment,and strengthening financial support.This paper,from the perspective of the government public administration,comprehensively combs the process of Shanxi industry transformation and upgrading,analyzes the reasons for the slow progress of the transformation,and starts with the solution of the self strengthening mechanism of resource-based industries,puts forward the key areas for the government to promote the transformation and upgrading of Resource-based industries,respects the market rules,defines the scope and boundary of the government’s role,and proposes the government’s reasons The paper also puts forward some suggestions for improving the work.
