Supremacy of law means no matter in public place or in private place, no matter the government, social or individual, they all must operate in the legal framework, nobody can practice over the law or have privilege beyond the law. Since the reform and opening up of China, In order to conform to the development of the socialist market economy and realize the long-term peace and stability of the nation, The Communist Party of China led the people of whole country to push forward to establish the socialist legal system with Chinese characteristics continuously. The party’s the fourth Plenary Session of the 18 th CPC Central Committee issued a call to comprehensively promote the country to govern by law. What is more, the party also pointed out that the general objective of promoting the country to govern by law is to establish the socialist legal system with Chinese characteristics and building a socialist country under the rule of law. Furthermore, the party attaches great importance to the role of law and maintain the authority of law. It also pointed out that, the country will resolutely safeguard the legal authority of the constitution. To safeguard the interests of the people, to safeguard social fairness and justice, to maintain national security and stability, all this shows that law play an important role in the development of China. So, we all should firmly safeguard the authority of constitutional law and law. As to this paper, on one side, the paper firstly research the connotation of Supremacy of law, the basic elements and characteristics of Supremacy of law, on the other side, the focus of this paper is to combine the practice of the rule of law with Chinese characteristics, the paper analyzes the practical difficulties and reasons of the operate of supremacy of law in practice, then advance an opinion of how to promote the Supremacy of law.The main body of the paper is divided into four parts. Firstly, the paper analysis the basic connotation of the principle of the supremacy of law, briefly introduces the origin and meaning of the principle of the supremacy of law. Then its characteristics are analyzed. Secondly, introduces the basic elements of the supremacy of law and its significance from two aspects. One aspect is the content of supremacy of law. It contains the existence of good law, universal obedience and the protection of judicial authority. The other aspect is to introduce the important significance of supremacy of law from four aspects. One aspect is socialist democracy, second aspect is comprehensively promoting the rule of law, third aspect is the realization of fairness and justice, and forth aspect is restriction of power. Thirdly, pick some typical cases about practice of socialist rule of law with Chinese characteristics, which reflects the reality of the plight of China. According to the above cases, the paper analyses the dilemma from Citizens’ consciousness of ruling by law, power restriction and judicial authority. Last but not least, the paper try to find some realization approach of supremacy of law in China, which include improve the socialist legal system with Chinese characteristics, actively promote the formation of the concept of law supremacy, power restriction and judicial authority.
