A Dynamic Study On The Construction Of Inner - Party Laws And Regulations

One that differentiates Communist Party of China from the rest in the world is the strict party regulation, which, in the course of its revolution, establishment and reform, never fails to play significant roles in its advancement and development.Nowadays, in the context of significant change of situations, be it home or abroad, inside or outside the party, Communist Party of China is under ever-changing situation and constant challenge. Being so, in order to continue to let the party regulation to play its role, it should be constantly developed and improved. The main goal of the party regulation is to uphold the safety of the party, practically cement the party’s status as a leader and the realization of the goal of the party’s struggle.This paper starts from the thought of the following two questions: how to make a whole set of party regulations which meet the need of the change of times; what should be done first?Based on the valuable experience of the present academic research of party regulations, the standpoint of dialectical materialism and historical materialism is chosen, the research method in the area of philosophy, politics and so on are comprehensively applied, basic principles of theory of process and system are used and the weak points of party regulations are thoroughly analyzed. On this base, views are proposed as to how to establish system of party regulations which meet the need of times.Now, significant problems in the implementation of party regulation still remain,which boils down to two aspects, namely internal cause and external cause. The internal cause refers to the inherent problems of the system of party regulations, that is, there is something unreasonable, inconsistent and incoherent in the wording of the regulations; the external cause refers to the conditions of politics, economy, culture,society and so on, which influence the implementation of party regulation. For this paper, the internal cause is focused. The potential problems of the making of party regulations, its implementation and feedback are analyzed from dynamic view.Moreover, thought and suggestions are provided as to the establishment and improvement of the system of party regulations.
