The Communist Party's Ability To Govern The Process Of Building Constraints And Countermeasures

With the continuous furtherance of the modernization, a political party, especially the Chinese Communist Party that leads the modernization, has to face the problem of reforming itself for the sake of governing. The modernization of governing refers to the process in which the governing party makes itself fit for the objective environment and its changes, and the development of the social modernization so that its own structure, function, mechanism and active modes can be more scientific, systematic, and normalized. None of the governing party can keep such kind of governing ability and governing modes which are suitable at any circumstances. On the contrary, the governing party should be fit for the social development, otherwise, would fall behind. In fact, the Chinese Communist Party that proposed to strengthen the governance capacity-building is an important measure to govern the modernization. Based on defining the connotation of the ability and elaborating the significance of the party's governing capability, the paper will give a depth analysis of the followings through historical research, literature analysis and system analysis: the main constraints of CPC's ruling capacity-building; the innovation capability of CPC's ruling theory; the current education situation,the living conditions and the protection status of China's working class and peasant class; the current cultural qualities,ideological and moral qualities and theory literacy of the party members; the imperfections of the present leadership system,monitoring system and employment mechanism. Through the analysis and research, the author holds that the efforts should be made to improve the Party's ability from the following aspects: first of all, we should sum up the Party's governing experience, apply the governing laws of the political party and advance with the times so as to improve the Party's theoretical innovation capacity in practice; secondly, to consolidate the Communist Party's class foundation, we should enhance the scientific and cultural qualities and political consciousness of workers and peasants, focus on safeguarding the rights and interests of workers and peasants and take various measures to increase the economic income of the worker-peasant class; thirdly, we will improve the business and work quality from theory,moral and knowledge literacy to ensure the working abilities of the main governing; at last, we ought to speed up the reformation of the economic political system to perfect the party's leadership system, monitoring system and the employment mechanism.
