A Policy Study On The Cooperation Of China And ASEAN Countries In Combating Drug Crimes

Over the years, China and ASEAN countries suffering from the spread of drugs harm, although governments gradually increase its efforts to combat drug crime, and in the field with international organizations launched a wide range of cooperation, but drug trafficking remains a problem quite grim. In the new century, drug crimes were still rising across the CAFTA, that problem also brought the political and economic issues, such as the spread of various AIDS, especially drug smuggling, terrorist organizations, organized countless problems between crime and money laundering, the impact on the international community more direct and harsh. The drug problem was became a large malignant tumor for the CAFTA, as non-traditional security field of new threats, also become one of the governments of the region primary to solute. This paper try to take the China and ASEAN regional drug problem as a point, through the analysis of drugs, the situation of China and ASEAN countries drug crimes, the current policy of China and ASEAN countries against drug crimes, puts forward the existing problems and solutions, with a view to China and ASEAN countries regional governance drug crime practice to provide ideas and suggestions. This paper to elaborate drug crimes of China and ASEAN from the following aspects:First, through the concept of drugs, drug-related crimes and other cross-border defines and analyzes the connotation of criminal policy, to give drug-related crimes in the criminal policy of governance make theoretical explanation.Secondly, to elaborate the China-ASEAN regional situation and causes of drug crimes.Thirdly, for the currently China and ASEAN countries cooperation in drug control and crime policy proposed insufficient defects. The current policy problem focus on:unrealistic drug policy, extensively policy for drug users treatment, lack of participation in grass-roots organizations.Finally, propose comprehensive recommendations for the issues of third part.Then put forward the best social policy is the best criminal policy, drew the conclusion that the cooperation policy of China and ASEAN countries for governance drug crimes not only need to have a global perspective, and the need to take i nto account national, social and personal factors, from local economic develop ment, alternative cultivation as well as drug-related personnel of treatment, care, employment, inter-regional co-governance aspects such as comprehensive manag ement.
