At the same time, because of the breeding of new drug users, the drug lead to so many social problems, and now, we did not have effective policies and institutional guarantees to get rid of the drug addiction, so an insufficient supply of effectual system has become an important factor to restrict the effect of drug crimes governance.In order to achieve efficacious governance of the drug crimes, firstly, we should find out the key issues in the treatment of drug crimes, so we can propose targeted measures. Get rid of the drug addiction is the crux of the current governance of drug crimes, this paper aims to combine the results of theoretical studies of medicine and other related disciplines, to analyse the pathological principle of drug addiction, and whether the drug addiction can effectively get rid of. And also give some treatment policies for addicts and non-abstainers, and improve the case of addicts from the legal and institutional levels, focused on the achievement of the protection of the rights and interest recovery of addicts. And shift the ideas from "punishment" to "treatment", to fundamentally solve the governance problem of drug crime, effectively curb the abuse of the drugs.Criminal policy as a strategy and art to guide the anti-crime, is a national and social reaction to the system of criminal anti-system, organized crime, and is the control policy emphasize on crime. Firstly, we should proceed from the governance concept and governance body to adjust; secondly, to be specific implementation, it’s better to guide with the Criminal Policy of Temper Justice with Mercy, deepen the drug prevention and treatment, improve the social legislation, strengthen the comprehensive management of social security, and ultimately achieve the purpose of the protection of the rights of addicts. In a word, in the premise of change concept governance and effective system of supply, we should be adhere to criminal integrated thinking as a guide, the fusion of multi-disciplinary and variety of social forces to participate, to explore out a comprehensive, effective drug crimes governance policies, and constantly consolidate the obtained governance results, and upgrade the treatment of drug crimes policy to a higher lever.
