Compulsory education is the cornerstone of the development of education. The education quality and equity degree are also one of the most popular concerns. For a long time, the low standard and high coverage of assault in the popularization of compulsory education leads China to expanding the education scale, and continuously improving the overall level of education. Meanwhile, the allocation of compulsory education resources between regions, between urban and rural areas, and between schools, are unequal; some non-balanced development problems is increasingly apparent, such as irregular charges and school selection upsurge, equal opportunities in education, education fairness and justice is becoming the focus of social concern. These problems seriously affect the further development of compulsory education, and directly restrict the realization of the ideal education fairness. The balanced development of compulsory education is an important way to solve the problems above. In accordance with the requirements of the theory of education fairness, all the school-age children should enjoy the equal rights of admission, accept compulsory education in relatively equal education, and get the right to equitable development. The current legal guarantee system in China plays a certain role in promoting the balanced development of compulsory education, but due to historical reasons, the upper law of Compulsory Education Law fail to reflect the idea of a balanced development of compulsory education, the parity order law has not been able to form a joint force with the Compulsory Education Law, and Compulsory Education Law lacks a lower level law, resulting in the fact that the balanced development of compulsory education cannot get more legal guarantee, which restricts the implementation of compulsory education fairness. By contrasting the practical experience in promoting compulsory education development in some developed countries, this paper proposes that at present, in our country, we should perfect legal guarantee system of the balanced compulsory education, perfect compulsory education funds guarantee system, support the development of private compulsory education schools, promote the standardization construction of compulsory education schools, and promote the balanced development of compulsory education. Do not let a child out of school because of poverty, so that every child can grow up and become a useful person in the sun.
