The report of the Nineteenth National Congress pointed out that "building a strong educational country is the basic project for the great rejuvenation of the Chinese nation.We must give priority to education,speed up the modernization of education,and do a good job of education satisfactory to the people." Therefore,it is the need of the times to seek the development path of compulsory education that is compatible with the current social development.In the process of building a strong country in education,the balanced development of compulsory education between urban and rural areas is particularly important.Comparing with other levels of education,compulsory education in countries is not only related to the current economic construction and development of new countryside,but also directly affects the improvement of the overall quality of the people.The balanced development of compulsory education in urban and rural areas is not only the internal standard of educational equity,but also the basic premise of promoting social equity and progress,which has a far-reaching impact on regional development and the future of the country.The survey found that in recent years,the primary and secondary schools in HY country have improved in the allocation of material resources,financial resources and human resources,which has a relatively fair attribute of urban and rural compulsory education.However,there are also some problems in this area,such as the deviation of policy execution,the insufficient investment of funds,the unscientific distribution of schools,the imbalance of teachers undefined strength,and the backwardness of ideology and so on.And education equity is not only a fair allocation of resources,but also should be tailored to local conditions,town(village)policy,according to the county township economic development level differences,properly tilt the region with poor economic development.Because education equity includes: starting point equity,process equity and result equity.Now simple fairness can not make up for the unfairness left over by history,and can not really realize the balanced development of urban and rural compulsory education.In order to promote the balanced development of compulsory education in urban and rural areas,this paper combs and summarizes the main reasons for the unbalanced development of compulsory education in urban and rural areas at present,and gives corresponding countermeasures: The government should work on balancing the regional fiscal gap,optimizing the allocation of resources,widening the source of income from education funds,and strengthening the budget and supervision of education funds,meanwhile.The government should standardize the layout of compulsory education in urban and rural areas,carry out school district management,promote the adjustment of school layout,at the same time,standardized construction to realize the balanced allocation of school conditions;In addition to focusing on the construction of teachers and school teachers,we should pay great attention to special groups and district management,do a good job in controlling school dropouts,and improve the care and protection system for left-behind children.And constantly promote education equity and promote the balanced development of compulsory education in urban and rural areas.
