| With the deepening of government reform and the further improvement of Chinese civil servants legal system recent years, the function of government has been changing from "administration" to "service", and the construction of a service-oriented government has become a historical necessity. Under the strong leadership of the party and the government, public security organs in China keep pace with the times, give full play to their functions, and keep on exploring new approaches to livelihood-oriented policing so to reform public security. While doing innovations to 110 Call System and working stations of police affairs, they try their best to deal with calls and requests from the public and try to offer the best service. Many non-police calls and affairs flood into the system and stations at the same time, which places the public security organs in a dilemma. On the one hand, to deal with those calls and affairs is a waste of police resources and will place a great deal of pressure on the police. And it is difficult to fulfill the public’s expectations. On the other hand, to neglect those calls will, in a day when all people believe firmly that "Turn to the police whenever you are in trouble" and the duties of the police are expanded endlessly, discontent the public and increase the contradictions between the police and the public. No matter which choice they make, it is hard to fully or even partly meet the need of the public, if the public security organs depend wholly on themselves, even if they exhausted all their skills. It is hard to relieve those pressures facing the police, to establish y their good image and to make the public satisfied.This thesis tries to explore how the public security organs can get help to deal with non-police calls and affairs effectively by employing new public service theory of strategic thinking, democratic action and focus on people instead of productivity and relative new public management theory. The exploration is under the guide of the change of government function from administration to service and will use other helpful explorations of some other places in China for reference.This thesis mainly analyzes the problems facing the public security organs while dealing with non-police calls and affairs and the causes, taking two kinds of innovations of Baoshan and Kaiyun of Yunnan Province as examples. Meanwhile it examines the problems of different types of linkage mechanism and the causes. Finally it puts forward countermeasures and suggestions about the construction of "government-led, public security-headed, command-unified, department-cooperated, society-involved, and fast and efficient" non-police calls response linkage mechanism. |
