Research On Local Government Portal Website Construction

E-government construction is an important content in the construction of service-oriented governments, while the construction of government portals is a key link in e-government construction. Local government portals function as an important way to advertise to the outside world, serve the people, and communicate with the public, as well as an important channel to realize service innovation. Local governments must think carefully about how to make better use of government portals to carry out government activities and provide more public services to the public and enterprises.In this paper, the author adopts literature research, comparative research and case research to study the construction of local government portals. After reviewing the development history and status of China’s government portals, and from the perspective of the construction and management of government portals, the author discovers that the government portal of Yulong County is problematic and defective in 7 aspects such as layout design, assessment mechanism, service quality, and security. By drawing lessons from some excellent government portals at home and abroad such as those of California, Singapore, Shenzhen, and Laoshan District Committee of Qingdao, and in combination with the knowledge and theories concerning the science of public management, the author analyzes the problems existing in the government portal of Yulong County and probes into the reasons, and points out the problems as follows: inadequate investment in constructing the government portal, poor website design, low usability, lack of training, uninformative, imperfect assessment mechanism, absent website information, incomplete service system, poor service quality, and the existence of security loopholes. In addition, the author indicates that the main reasons for the said problems are the leaders thinking little of constructing the government portal, the unknown subject that is supposed to manage the government portal, the weak implementation by the local government, the deficient coordination among departments, and the imperfect security system of the website.In the end, the author analyzes the problems to find the reasons and further propose the corresponding solutions and countermeasures. This is of certain practical significance for extensively using e-government information disclosure, a way of serving the public, to construct local government portals.
