The Snowden Incident broke out in June 2013. In this case, multinational dignitaries and people were monitored by the US National Security Agency(NSA),which set off a disturbance in the international community. The European Union, the main ally of America, was tremendously shocked by acknowledgement of being monitored as well. For that reason, the EU countries actively sought for explanations and enhance their independent ability to protect its network security. In addition, the Transatlantic Trade and Investment Partnership Agreement(TTIP) were stalled at one time. The alliance between trust and the trend of EU-US relations triggered a strong concern of the international community.The dissertation tries to analyze this incident from two levels: interaction between the European Union and America and interaction between the European countries and America, trying to explore the incident’s deep impact on EU-US relations. By deeply anglicizing the response of the European Union and comparing the different responses of British and German, the author finds the asymmetry in the relationship between European countries and America. From a practical point of view, the two sides share a demand for cooperation. The relationship between Europe and America is far from rupture. But in the long run, as an important security issue, Snowden incident indicates that the US-European relations is undergoing profound adjustments which leads to a series of joint security effects for Europe and interactive network security.The crisis of confidence shows the necessity and urgency of adjustment, normalization of US-European relations is irreversible. As a consequence, the dissertation analyzes the development trend and the normalization of the EU-US relations. The author also proposes the two sides should pay much attention to the economic development in order to rebuild trust among these counties.
