This thesis has analyzed three closely related subjects: history of cybersecurity with its definition by different scholars,regulation of cybersecurity in the international community(the United Nations,Governmental Organizations and International Governmental Organizations)and the Snowden case.Two main thesis questions: What is the regulation of cybersecurity in world politics? How to regulate cybersecurity in international area?Chapter 1 includes historical facts and events,which were main reason of appearing such word,like “cyber” and it's very first influence in relations between different countries.Such as,“logic bombs” for sabotaging function of the TRANS-Siberian gas pipeline;cyber-attacks on governmental websites;“Stuxnet” virus for attack SCADA systems with centrifuges for uranium enrichment of Siemens Corporation etc.This chapter also includes one subhead with explanation of term “cybersecurity” and explains main reason why even nowadays still hard to define terms,which connected to this field.Chapter 2 analyzes the Cybersecurity in the United Nations from the December 1998,which is the date when the General Assembly adopted by consensus Russia's draft resolution “developments in the field of information and telecommunications in the context of international security”.It proclaimed first cybersecurity definitions like “information weapons” and “information war” to January 2015,when the member States of the SCO was included in an official document in the UN “Rules of conduct in the field of ensuring international information security” when cybersecurity is already well known subject.Through all UN resolutions and scholars works,Chapter 2 emphasizes historical steps of the creation of legal basis for the cybersecurity regulation;it describes cybersecurity in governmental organizations with their features and on the other hand international governmental organizations with their differences.This leads to the need for a conceptual understanding of new cyber secure reality,the improvement of internal normative framework,the definition of the powers of agencies and organizations involved in ensuring the cybersecurity of state and solving the complex problems associated with the development of a national cyber security system.Final part of the chapter shows analyses of the influence of cybersecurity on the international community,highlights how highly sophisticated methods of committing crimes,such as “phishing”,and “botnet attacks”,and the emerging use of technology such as “voice-over-IP communication” and “cloud computing” had an impact on international cybersecurity.Chapter 3 discusses the Snowden case paradoxical fact that the restriction of rights necessary for the preservation of freedom of speech vividly illustrates the inevitable conflict in a coma in a democratic society between the interests of national security and constitutional freedoms of citizens.Snowden case took place in 2013 in the United States.Edward Joseph Snowden downloaded a hitherto unknown array of information about the secret surveillance programs of intelligence agencies and handed them over for publication in the Guardian newspaper and The Washington Post.In these materials been disclosed details of covert operations of the National Security Agency,including information about the project PRISM,X-Keyscore and Tempora.Chapter analyzes how cybersecurity regulates and interferes people life's accepting approach of Snowden's advocate Jaselyn Radak on the idea that classifying humans behavior is illegal,immoral and contrary to the position of classification.You cannot hide illegal actions,classifying them as secret,and then blame the people trying to expose them that they are breaking the law.Based on research and three chapters of thesis,author deems that: 1)Regulation of cybersecurity in world politics is difficult mechanism that includes local and international branches within the framework of United Nations and European Union.2)For cybersecurity regulation in international area,international community needs to unify local legislations to international ones and resolve all cross opinions on cybersecurity with the help to adjust new technology for the third world states.
