Country is the most important main action body in the international political field. The policy formulation of a country is restricted by international and domestic factors.Meanwhile, it also imperceptibly influences the political situation among the neighboring countries and the world pattern. The foreign policy which is made by the government and will be actually implemented is directly related to the inter-state behavior. Thus, not only is it the dominant international relations discipline, but also it is a barometer for judging the international situation and a compass for unscrambling the trend of international politics.Korean Peninsula issue has a long history, involves a wide range and implies some complex emotional entanglements. It involves the security and the relationship among the neighboring countries which take part in the international cooperation and competition. In order to balance the interests of all parties, Park Geun-hye government summarizes the policies which were made by the successive governments toward the DPRK. Based on the current domestic and overseas situation, they put forward the policy, "Korean Peninsula trust process". There is also a principle that North Korea should give up the research about the nuclear weapons and the safety of South Korea should be fully guaranteed.Based on this principle, Park Geun-hye government wants to resolve the relevant issues through dialogue and consultation to gather trust step by step in order to finally realize denuclearization on the Peninsula. The introduction of this policy triggered a strong reaction. Due to this, the support rate of Park Geun-hye government has been steadily rising. China, America, Russia, Japan, Korea and other countries involved have responded positively. The inter-Korean relations changed form tense confrontation to relaxation dialogue. Bilateral cooperation has resulted in a series of good achievements. But since2015, especially after the fourth North Korea nuclear test, Park Geun-hye government’s policy toward the DPRK significantly changed. With the US-South Korea military alicance strengthed, South Korea shows a get-tough attitude to North Korea. To some extent, there exists many variables on the Korean peninsula issue. Park Geun-hye government still needs to improve and perfect the policy toward North Korea. Only through estimating the further trend fairly and objectively, resolving the conflicts and mutual trust between the US-ROK alliance and balancing the interests among the involved counties effectively, the differences and contradictions could be resolved fundamentally and the peace and stability on the peninsula could be really realized.
