A Study On The Mode Of Pluralism In China 's Charity

The 3^rd Plenum Session of CPC’S 18^th Party congress made “perfecting and developing a socialist system with Chinese characteristics and pushing forward the modernization of state governance system and governance capability” the ultimate objective of China’s further reform.As an important part of the social organizations, the status and function of the charitable organizations is very important in both national governance and Chinese governance. Charitable organizations in the era of governance not only shoulder the function of almsgiving the needy, the development of medical and health care and other public welfare, but also shoulder the era missions. They are facilitators of transformation of government functions in government governance,undertaking the transfer of government functions. They are main driving forces in achieving the goal of ‘small government, big society’ reform.After more than thirty years of development, the prominent role of charitable organizations have been played out. However, the development of China’s charitable organizations is still immature. In contrast, there is still a lack of capacity, internal governance failure and the problems such as governmental intervention, lack of independence, supervision and the weakening of the constraint mechanism and so on. These problems lead to the loss of organizational behavior, the damage to the image of charitable organizations, credibility of the public which seriously hampered the further development of China ’ s charity.Charity is a public utility and its operation involves donors, charitable organizations, recipients, government and the interests of all parties. Its healthy development needs the cooperation of all parties to create a “common governance” network in which each part interrelate,and jointly invest the resources, undertake the responsibility together.The development of China’s charity needs cooperation of all the multiple subjects. This paper takes the “governance theory” as the theoretical basis, aiming to apply the theory of “multiple entity participation, cooperative management " mode to the development of charity, and explain the role of government, charitable organizations themselves and the main body of society.Then explain how to exert their own function to construct the cooperative co governance model of multi subject.
