A Research On The Government Responsibility Of The Development Of China's Philanthropy

Since the history of human society,around the world there are folk spontaneous and contemporary charity activities whose main task is to solve the problems of the poor and disaster relief.In modern society,with the development of civil society and the growth of civil society,as well as the "Global Association Revolution" prosperity,a carrier of charitable social organizations.Philanthropy has been developing rapidly in breadth and depth,not only becoming the world's governments policy institutionalized social security system,organic part of an important and unique role,but improving the social and moral level and solving the social problems as well,which coordinates the interests of the community and promotes social integration.Therefore,the charity has received widespread attention and intervention of the governments worldwide.This involves the question of the relationship between government and philanthropy.The relationship between government and philanthropy is actually the essence of the relationship between government and society.Generally,based on the historical development of the relationship between the government and society,the relationship should be a dialectical unity of balanced interaction and win-win cooperation.Because of its organizational members participating in the development of economic and commercial trade,carrying forward the spirit of the public,promoting social innovation and democratic autonomy,and safeguarding the interests of society and social justice,society reflects the enormous energy in public administration,getting the universal recognition and respect of all governmental organizations,profit organizations and the sectors of society.As society and social organizations can mobilize and integrate social forces and resources in the state of"government failure" and "market failurer" to provide the significant function of public goods and public services,since the 1990s,Chinese and foreign scholars,in the study of public and government management,have been deliberately emphasizing social and social organized folk style,autonomy,independence and the adverse consequences of the "government retreat","government failure" and government intervention.In fact,in modern society,the government's public management function has been changing and strengthening,whose political control and moral guidance also have always been there but hidden behind the complex social and public management functions.Therefore,below is the main problem of this study.In recognition of charitable and social organizations advocating fair ethics,the pursuit of the public interest,restricting the power of government behavior and reducing social exclusion,emphasize and analyze the function and active position in the development of charity.From the point of view of the government function,what role should the government play in charity and to what degree should it control with the limit and balance of charitable and social organizations?This is a basic entry point of this writing.The government responsibility in dealing with the government on the market,the society,the government agencies themselves and their personal interests should perform a collective obligation.The products and services they provide have non-exclusive and non-competitive features,which has a public nature and government responsibility,also known as the government's public responsibilities.The government responsibility is that the government must fulfill the duties and bear the blame.This responsibility is also a duty,a task and a kind of supervision,control and sanctions.Even more,it is the basis of modern governments managing the emergence and existence,and it is an important content of government reform.From the specific content,the government responsibility can be divided into legal responsibility,political responsibility,administrative responsibility,moral responsibility and occupational responsibility.In the globalization market economy period,the government's responsibility is the core of public service characteristics,and its functions are limited in providing the core public products and public services.According to the traditional national conditions and international experience in the relationship between government and charitable organizations,I argue that the Chinese government should stand up for the social construction and development,and from the three dimensions of ethical entity,political entity and institutional entity,discuss the government policies and collective responsibility in promoting the development of philanthropy.First,Hegel believed that ethical entity's government has a huge role in promoting the public spirit of humanity.The philanthropy involves altruism,love and giving,and it is also a human transformation institution,enhancing citizens ethical construction.In turn,the government can bear the social ethics responsibility actively for the social healthy development.By strengthening its own construction of credibility,the government advocates in the society charitable core concept,the responsibility of corporate citizens,volunteer service and civilian idea of charity,which is beneficial to improving the quality of civic virtue,the maintaining of social ethics and the construction of philanthropy environment.Second,based on the needs of the economic and social development,the government,a political entity,which is authoritative form of a country,should continue to adjust the conversion of public management functions,decentralize public power,carry on the reform on the management system of social organizations,straighten out the relationships among the government,market and society,develop the ability of charitable organizations undertaking public affairs and at the same time reduce the social division and exclusion,promote social acceptance and social integration so as to create greater survival of freedom and development space for the orderly and healthy development of philanthropy.Finally,according to North's point of view,"system is the product of human collective game",the government is the main supplier of system(non-governmental organizations,for-profit organizations,communities and members of society who are important participants of the system supply).Due to the imperfectness of the charity legal system and the lack of supervision and restraint system,it has caused many constraint plights of charitable organizations,and influenced the process of social construction and philanthropy.The sustainable development of philanthropy needs to be regulated and protected by law,and the government,an institutional entity,should accelerate the social legislation,develop and perfect a variety of targeted social policies,laws and regulations to meet the needs of social development.This study is based on the theory of the government functions and public governance theory,concluding that the government and charitable organizations should establish a systematical trend under the framework of the partnership.Also,this study is making a research on collective action and some relevant governmental responsibilities of administrative ethics guidance,the return of social power,and the supply of social legislation.This is presumably the innovation of this article.In a sense,the modern society after the financial crisis is "the era of government",and the current world is in need of a flexible mode of economic and social development,China included.I believe that as long as the Chinese government and charitable social organizations care about each other,cooperate with each other,negotiate social development goals together,and work together to create a more long-term social and public interests,the positive interaction between the two partnerships will become increasingly clear and more and more authentic.
