Western countries have been in a leading position in the theoretical and practical study of civil society. The welfare organization of United States, a typical western country, began to promote its cooperation with government in public service and also participate in political activities, witch gathering public opinions and tending to influence official decisions. Compared with the United States, Chinese public welfare organizations made a slow progress with a great many of burning problems. Analyzing the welfare organization of America and its political activities, will not only enrich the political participation theory, the government failure theory, the market failure theory and the governance theory, but also promote Chinese welfare organizations to participate in political activities and expand the breadth and depth of the development of civil society with the experiences from the United States and also realize the wish of building a harmonious society.This thesis is consists of four sections, the first section is an introduction on writing purpose, background, research methods as well as research status at home and abroad; The second section is an explanation of theoretical concepts and theme, including the concepts of welfare organization and political participation and the necessity between these two concepts; The third section makes a detailed introduction about welfare organizations of the United States, covering effect factors, methods, influences and a case study of Ford Foundation; The forth section analyzes the basic situation of political participation of Chinese welfare organizations and lists several suggestions about self-development and political participation.
