Provincial Branches Of State-owned Commercial Bank Management System Study

As the development of the reform on the operation and management system of the commercial banks of China and the gradual consciousness of the enterprise orientation of the state-owned commercial Banks and the conception of their operation and management, the following ideas can be induced from the practice of reform. (1) The theme of the reform on the commercial banks' operation and management system is the uniform management and centralizing of decision-making. (2) It is necessary to enlarge the operation function of the provincial branch banks, which should transform their management function to both the management function and the operation function. Based on the above two ideas, this article is to discuss some issues of the operation and management system of the provincial branches of the state-owned commercial banks. This paper consists of three parts.The first part gives a brief introduction about the several organization forms of the commercial banks, and demonstrates that the general-branch system is a popular form, and that the primary tusk under the background of this system is to define the function rationally among the general bank and the branch banks, and to better the mechanism of risk-control and interior restrain.The second part explores the degrees of the concentration on the provincial branch banks' operation or management in their major businesses. Centralization is rather necessary and important to the state-owned commercial banks and is the guideline in the whole reform process. This part tries to make it clear that the provincial branch banks should focus their attention on such issues in major business operation and management, such as the management of the proportion between saving and credit, the centralized management in the credit business, the means of making use of science and technology in matters of bank, and the human resources management.In the third part, the interior framework of the provincial branch banks' governance is analyzed. The relative issues as how to strengthen the incentive and the restrain mechanism, and as how to reform the structure of organizations, and as how to adjust functions of departments in branches, and as how to strengthen the authority and validity of the interior governance system, and so on are also dealt with in this part.
