This study summarizes a research work of the reform in large scale state-owned investigation and design units .Now, there are more than four hundred large scale state-owned investigation and design units in China. They have made great contributions to the economic construction and industrialization of China since 1949. Because they are managed as non-profit organizations for a long time, many problems exist in large scale state-owned investigation and design units such as low economic results aged technology. poor quality . overstaffed poor adaptation suitability to the market and so on. The large scale state-owned investigation and design units developments are restricted seriously by these problems. With speeding up the steps of joining WTO and market economy system construction, it is necessary to change large scale state-owned investigation and design units into business enterprises and build modem enterprise management systems in them. By analyzing the structural characteristics of the property rights of these units, especially the deep research into the invisible assets, The study suggests that invisible assets are the highest quality most important capitals in these units.
