China now is undergoing a transformation from planning economy to socialist market economy. The manufacturing industry has been developed further ever since the country issued the policy of opening to the outside world. However, the manufacturing industry in China, especially the state- owned enterprises confront more and more difficulties and many of them suffer huge losses along with the further opening and reforming. Such trend is going worse. Among many of the reasons for the difficulties the state-owned enterprises are facing, one of the important one is that the current management is far behind the requirements necessary for participating in the competition of the global market. As an important economic sector, the manufacturing industry accustomed to production-oriented management and never worried about selling the products. The organization structure, production arrangements, technology and equipment, employees skill and knowledge and so on have already integrated into a whole pattern, which is rigid and features mono-product and this kind of pattern is a result from mass production of single product. In a word, the manufacturing enterprises in China can not adjust themselves to the ever-changing global market in terms of management principles, organization structure, long-term strategy, technology (M&E) and personnel management. Along with the development and improvement of the socialist market economy, the manufacturing industry in China faces never-experienced difficulties, which, on one hand, come from the severe competition with the overseas and domestic competitors in gaining limited market share and on the other hand, with difficulties carried over from the old planning economy featuring out-of-date management methods, huge waste of resources, low productivity. Obviously, it is necessary to change the traditional management methods. It has become a critical issue we have to face and solve for the state-owned enterprises that how to strengthen the management, improve the ability of competition and be successful in the market competition. It has become an important way to win in the competition that the state-owned enterprises utilize the advanced management methods, fully use the resources, cut the cost and improve the ability to quick respond to the market. The quick respond system is an advanced management methods popular in the world nowadays, which enables the enterprises successfully and efficiently plan, manage and control the enterprises?resources and provides a resolution to the whole management. Therefore, it is of big significance for the manufacturing industry to study how to implement and utilize the quick respond system and to update the out-of- date management, improve the ability of competition and get connected with the global management practices. This essay is about the research into the feasibility of implementing the quick respond system among the manufacturing industry in China based on systematic theory and is designed to provide references to the manufacturing industry during the implementation of this system.
