| With the high-quality development of China’s economy and society,the continuous improvement of the socialist cause and the further implementation of the rural revitalization strategy,the Party and the state put forward higher requirements for the source structure of cadres,the growth path of cadres and the overall quality of civil servants.The policy of selecting and transferring students is a reserve cadre training policy with Chinese characteristics,which is put forward based on the actual situation of China’s development and the development status of the party and government civil servants.The implementation of the policy is not only conducive to strengthening the strategic reserve of high-quality professional cadres and injecting fresh blood into the civil service,but also to enhancing talent support for all-round revitalization.However,with the continuous promotion of the policy,more and more problems are exposed in the process of policy implementation,which seriously deviates from the original intention of policy formulation.Therefore,it is an urgent problem to solve the implementation dilemma of the policy.In this paper,L province is selected as the research object and the research is carried out under this background.The paper is divided into five parts.The first part,introduction.This paper introduces the research background,research significance,literature review,main ideas,research methods and innovation points of the study on the implementation of L provincial selective enrollment policy.The second part,related concept definition and theoretical connotation.This paper defines the concepts of selective placement and policy implementation and focuses on the connotation of Smith’s policy implementation process theory.The third part,the present situation and existing problems of the policy of L province.Through sorting out the policy of selective and transfer students in L province,the deviation between policy formulation and policy implementation is found,and the problems of incomplete policy design,ineffective policy implementation,unclear target group positioning and unsatisfactory policy environment are found in L province.The fourth part,L province selection and transfer policy implementation problems analysis.Taking Smith’s model as the theoretical framework,causes are analyzed from four dimensions: policy itself,target group,policy implementation subject and policy environment.The fifth part,L province selection and transfer policy implementation of the countermeasures analysis.In view of the problems existing in L province and the causes of the problems,this paper puts forward some countermeasures and suggestions,such as rationalizing the policy,resolving the realistic dilemma of the policy implementation subject,training the target group’s excellent skills,and optimizing the policy implementation environment.This article uses the literature research of L Selected graduates policy implementation present situation to carry on the factual description,using questionnaire survey and case study method analysis of L province Selected graduates problems existing in the process of policy implementation,and combining the policy implementation process model,Smith from the policy itself,the policy execution subject,target groups and policy environment four aspects to explore the cause of the problem,Based on this,some reasonable countermeasures and suggestions are put forward in order to develop the work of selecting and transferring students towards the direction of institutionalization,standardization and scientization. |
