The development of agriculture and the status of farmers in politics, economy and culture are vital to social development and stability. This specific national conditions decides that the issue of farmers, rural areas and agriculture is the essential one in the Chinese society. Leaders of government lay great emphasis on the problem. As early as the foundation of our country, Chairman Mao pointed out: the bulk of China抯 population are farmers. Agriculture is the basis of national economyand the conditionof farmers is vital to the economic development. Now in the implementation of opening up and reform policy in the process of socialist modernization construction, the Chinese Communist Party represented by Deng Xiao梡ing, always emphasizes the priority of agriculture. Deng said: To begin with we should solute problems in rural4areas. Whatever, Our society can keep stable and economy can develop depends on the development of agriculture as well as the living standard of peasants. The central party committee headed by Jiang Zemin puts more efforts in dealing with agricultural problems. Jiang points out: In the long run, agriculture is always in an important position in realizing the strategic goal of developing national economy. Whether the basis of agriculture is solid, or rural economy is prosperous or the farmers are rich, which closely related not only to the efficient supplies but also to the market of industrial production to the overall situation of the development of national economy. Agriculture is an industry to stabilize the masses and pacify the people.To increase the income of the farmers is the core of rural work and foundation of rural stability; the stability is the prerequisite to increase the income of farmers. ThisSpaper analyzes in greater detail the factors that influence agricultural economic development and peasants?becoming rich and indicates that natural resources such as land, water are getting scarce which restricts agricultural production. Planting structure is mot reasonable, infrastructure facilities weak and the capacities to resist natural disasters not strong. Peasants tack scientific and cultural knowledge with backward concept. Because in our province, the process of agricultural industrialization is somewhat slow, market agriculture has not been formed, ~VTO accession has both advantages as well as disadvantages to agriculture in our province, the most immediate,. key factor is that agricultural industrialization is rather poor. Then the paper describes in six aspects that agricultural industrialization is the important access to the development of agriculture and intensifying two spiritual constructions. At the same time, it points out that the development of agricultural industrialization must be based on public system of means of production with cooperative6economy and household contract as the main part, practicing deep process of agricultural products and establishing industrial systems in agriculture which are suitable to the transition from traditional to modern agriculture. At last, this paper suggests that specific measures should be taken to develop agricultural industrialization, to increase income of farmers and bring about stability in rural areas in the following aspects: comprehensive and systematic promotion of moderate scale land management, readjustment of agricultural industries structure, development of animal husbandry, market construction, integration of agriculture, science and education, expansion in exports of farm produce by taking advantage of the chance that China will join in ~VTO and reinforcement of construction of organization at the basic level.
