The issues of agriculture, rural areas and farmers, in the long run are the fundamental and major issues having a bearing on the overall situation of China's reform, opening up and modernization, which are attributed to the state of our country. At present, the above-mentioned issues restricted by resources and market, are not very satisfying. The issues of foodstuff, market, income and turbulence not only formed great problem system above, but also associated and tangled with each other. All these increase the difficulty of problem resolving. We can say that the issues of agriculture, rural areas and farmers are the long-term puzzles that the Communist Party and the government of China are confronting. Therefore, both the systemic and indeptive analysis, and the substantial resolution of such issues will be valuable in academic and meaningful in practice. In my opinion, the key moment of resolving such issues is how to effectively increase the farmers' income while the output is rising. There are two reasons for the decrease of farmers' income. The first one is, the supply of agriculture products can't meet the requirements of the market. The second is, the cost of agricultural products is higher than the equilibrium price. So the margin of profit is compressed into a minus one.For the above reasons, the resolution of such issues can be conclude into Agricultural enterprization. In the background of China' entering into WTO, the Agricultural enterprization should be based on the internationalization of agricultural market.
