Along The Xi'an-ankang Railway Qinba Mountain Natural Resource Optimization,

The area along Xikang Railway in Qinba Mountains refers to the area composedof four counties: Zhashui, Zhen'an, Xunyang and Ankang. It lies in mountainhinterland and is under-development, the poverty baffles its improvement. Inthe face of the one-in-a-thousand opportunities of developing Western China andXikang Railway's being built, the paper is about to analyse the conditions ofthe natural resources exploitation of this area, discuss how to dispose theresources favorably and efficiently, establish the strategic target andcountermeasure to realize sustainable development. At the same time, this studywill be looked as a typical case to work for other counties' development whichare in similar conditions. The paper includes four parts:Part one states out the general characteristics of its natural circumstanceand impoverished society situation, which is in a north subtropical and hillycondition.Part two analyses the exploiting situation of its natural resources. Firstly,it analyses the resources superiosities and inferiosities from different aspects,concludes that the resources are exlpoited lowly. Secondly, the resourcessuperiosities haven't been changed to economic superiosities because theindustry basis is weak and the industry structure hasn't been well organized.Thirdly, it concludes six factors restricting the exploitation and points outthe most important factor is the bad traffic and marginal position. At last,the author thinks that developing Western China, building Xikang Railway andmarket inquirement increasing are extremely beneficial to the exploitation.Part three analyses especially the profitable effect of Xikang Railway onthe area. The effect is tremendous. It improves the accessibility, the investingcondition and speeds up the industrialization.Part four is the main body, studying how to disposing the natural resourcesscientifically and efficiently. It analyses the feasibility of disposition,determines the goal of getting rid of poverty and realizing sustainabledevelopment, consider that industrialization is the key and establishes thestrategic pattern.
