Research On The Realization Mechanism Of Ecological Poverty Alleviation In Water Source Conservation Areas In Qinba Mountains Area

Under the background of rural revitalization,how to combine poverty alleviation and China's ecological civilization strategy,promote ecological poverty alleviation according to local conditions,has important theoretical research value and practical value.This paper focuses on the ecological poverty alleviation mechanism of water source conservation areas in Qinba Mountain Area,draws on domestic and foreign ecological poverty alleviation experience,and uses Xi Jinping's poverty alleviation thought as a guide to apply the theory of stakeholders to participate in the Yundou town of Shiquan County,the water source conservation area in Qinba Mountain Area.The two main subjects of poverty alleviation and grassroots government are the research objects.Through the sample selection and data collection for empirical research,the farmer behavior theory is taken as the research hypothesis,and the logistic regression analysis method is used for data processing.The factors that determine the behavior of poor households are the age of poor households,the level of education,the level of household income per capita,the number of household labor,the perception of poor households on ecological poverty alleviation policies,and the cost of project input.Through the interviews of grassroots governments,we can understand the current government's work in ecological poverty alleviation,and at the same time sort out the existing problems,namely,insufficient assistance from green industries,prominent contradictions in allocation of funds in road infrastructure,short-term efficiency in poverty alleviation,single acceptance criteria,and the proportion of performance evaluation indicators lacks reasonable division,the information on farmer assets is difficult to find,and the microstatistical system of households is not perfect.Game analysis on participation,investment and supervision of poor households,grass-roots governments and higher-level governments.Research results: If the government's fiscal expenditure and supervision capacity are strong,the interests of poor households and higher-level governments are consistent,government finances,local governments use voluntary principles to rationally use poverty alleviation funds,and poor households actively participate in this model as the optimal strategy combination.The realization mechanism of ecological poverty alleviation can be realized under the organic combination of ecological protection and poverty alleviation policies.Firstly,we must strengthen the ecological poverty alleviation mechanism,strengthen the policy guarantee mechanism,and do the top design.Establish the incentive mechanism of caring for cadres,the cultivation mechanism of capable people and the employment assistance mechanism of poor households,stimulate the internal driving force of the project subjects,and make the poverty alleviation work more practical and realistic.Secondly,we must improve the ecological poverty alleviation operation mechanism,actively establish an ecological industry market operation system,and increase the development of the ecological industry.At the same time,it promotes the linkage mechanism of interest-holders,mobilizes the enthusiasm of multiple parties to participate in ecological poverty alleviation,expands and helps the participating groups,and provides a platform for participation of social groups by establishing a social participation network platform system,and establishment of a financial guarantee mechanism to solve financial problems.Thirdly,strengthen the ecological poverty alleviation supervision mechanism again,improve the long-term monitoring mechanism of government information,and make government affairs transparent and open.In the protection of water sources,it is necessary to strengthen the construction of water source monitoring system and maintain the South-to-North Water Transfer Project.Finally,the ecological poverty alleviation evaluation mechanism was established.Through the establishment of an ecological target assessment and evaluation system and the establishment of a two-way mutual evaluation system for farmers,the policy was timely feedbacked and adjusted to ensure the smooth progress of ecological poverty alleviation.
