China will soon become a member of WTO and the Chinese government has decided to develop the great western region, all these provide challenges and opportunities to the small and medium-sized businesses. How to grasp the opportunities and survive in the increasing competition, is an imperative issue facing these companies. Taking Sichuan Dujiang Anlong Machinery Factory as an example, this report advocates that one effective way of securing quality is to promote ISO 9000,which will improve the management quality and a business image as well as competitiveness for small and medium-sized companies. This report investigates more than 10 small and medium-sized businesses in terms of product quality identification, sums up their means of acquiring such certificates, analyzes the difficulties in obtaining such certificates and suggests some practical ways to solve these difficult problems and continue to improve the quality after obtaining the ISO 9000 Certificate.This report is divided into five chapters. The first chapter introduces ISO 9000 and its characteristics and the current status of its application worldwide. In this chapter, the management of small and medium-sized businesses and how they obtain ISO 9000 are investigated. The chapter focuses on the significance of acquiring such a certificate.Chapter Two focuses on the ways of promoting ISO 9000 in small and medium-sized businesses. Chapter Three is the key part of this report. By analyzing 20 elements in establishing a quality control system, it reveals the difficult problems in realizing such a system, suggesting some resolutions to these problems.In Chapter Four, the report identifies the major problems after obtaining such a quality certificate. By solving these problems, the obtainer can develop its business resources and competitive advantage. The major improvement resolutions include: the increase of sense of quality control, the establishment of self-improvement and constant quality improvement mechanisms, the introduction of the advanced management techniques and personal training, etc.The Chapter Five focuses on the introduction of ISO 9000 2000 Version. This new version stresses the "customer-centered" idea and advocates the constant quality improvement. It also requires a quantitative description of the performance of quality control.
