Under the market economy system, the growing of an enterprise is decided by not only its level of management and administration, the changing consumption of consumer, but its level of science and technology and technological progress mechanism. It抯 true of big enterprises, so is of the medium-and- small-sized enterprises. The technological progress system has been the internal impetus of the development of medium-and- small-sized enterprise. The technological progress of the enterprise is playing more and more important role in economic development. Today the effect of the technical progress factor in the economic increase has improved to 70% from 20% in the 1920s in the developed countries. And in our country, our government is speeding up the economic system reform. Facing the status of the poor economic benefits and lacking vigor of the state-owned medium-and-small- sized enterprises, they are eager to conduct the inner system reform of the enterprises to arouse their desire and conscious action of seeking the technological progress continuously so as to promote their further growth. Over a long period of time, the technological progress of medium-and-small-sized enterprises is always the business of the government. Enterprises receive administrative orders from government, and is 揻orced?to 揳ccelerate the technological progress? 揻orm the economic disposition of resource? This results in the changing of 搕echnological progress? which is essentially a 揵usiness act? to be an 揳dministrative act? Therefore, the enthusiasm of enterprise can抰 be aroused to serve in the technological progress. Moreover, an effective internal system can抰 be formed to guide and promote the policy-maker and manager of enterprise to enforce their concept of technological progress, and stimulate their wills and actions of technological transformation. Thus, the development of enterprise is bound to be ineffective and inefficient. To a great extent, the slow development of medium-and-small-sized enterprise results from the lacking of internal motive system of technological progress. The clear enterprise property right is the key point of the formation of the enterprise inner system. Only when the enterprise runs as an independent 揺conomic entity?of clear property right, it can struggle for existence and development in the market competition. And this purpose can be realized by the way of the system reform, consummating market environment and changing the government function .The enterprise will step on the broad new way to the great future after the inner system consciously seeking the technical progress is formed. The paper focuses on the necessity and basic role of the technological progress in the development of the medium and small businesses in parallel with the inner need for the technological progress on the part of the medium and small businesses and the role of the government in the technological progress of the medium and small businesses. It is suggested that we should take full advantage of the experience of foreign medium and small businesses in technological progress and pioneer a new path for the technological progress of our medium and small businesses so that they will never fall in the hot market competition.
