Both the great significance of international crisis management to modern states and the profound change in situations home and abroad are making clear that it is of vital importance for China, an emerging world power, to improve its international crisis management mechanism. Perfecting its decision-making procedure is the core of improving the international crisis management mechanism. And the decision-making procedure of crisis management mechanism of U.S. diplomatic system can be referred to in improving China抯 relevant mechanism. By comparing the decision-making procedures of international crisis management mechanism of China and of the U.S. in terms of their construction, operation, characteristics, and the three major variables influencing them, we can see that even though the American mechanism has its weakness and some problems which cannot be solved by itself, such as the instability of its nucleus decision-making system, the overflowing of small-group thinking and disturbance of interest group to decision-making process, it still has some strength worth China learning from, especially in such points as strengthening the independence of the mechanism, building regular organization, stressing the role of think tank, and promoting the legal safeguard to the mechanism. The decision-making procedure of crisis management mechanism of Chinese diplomacy should, after considerin2 the conclusion of the aforementioned comparative study and the common demands of the decision-making procedures of crisis management mechanism demonstrated by the American mechanism, advance its construction in such fields as adjusting system orientation, straightening out organizational structure, improving staff management, stressing theoretical study and strengthening legal construction.
