A Few Questions About The Party's Decision-making Mechanisms

CPC is the unique party in power which is leading us to carry out the great cause of building socialism with Chinese characteristics in China. The correctness of Party's leading and policy-making is directly related with the country's future and destiny. Whether the socialist modernization of China is successful or not, is decided by our party leaders' policy must be scientific and democratic. Scientific and democratic mechanism of policy-making is a guarantee for it. Our Party has made great progress in building of the mechanism of party leaders' policy-making since the Third Plenary Session of the 11th Central Committee. But, undoubtedly it was still a weak link in party's construction. This thesis proceeds from the optimization of the whole mechanism of policy-making, under the guidance of Marxism theory of policy-making. The thesis makes use of the points and methods of systems-analysis, and with the aid of model-analysis, studies the optimization of mechanism of information--feedback, consultative mechanism and supervision mechanism of policy-making. This thesis contains three parts: PARTⅠ: Optimize the information-feedback mechanism of the policy-making of CPC Information is the basis of the policy-making. The course of the policy-making is the one in which information is collected, transmitted, and processed. The information of policy-making and feedback with a high quality is the essential prerequisite for policy-making and implementation. For this reason, to optimize the information-feedback mechanism of policy-making and set up such a mechanism is an essential prerequisite. It is also an important content for the party construction in new conditions. This part discusses its structure, function and characteristics, and Analyses defects and problems existing in the information system of policy-making,, studies how to optimize this mechanism in new conditions.PARTⅡ: Set up a modernized consultative mechanism of policy-making of CPCThe development degree of consultative mechanism of policy-making is an important criterion of the scientific policy-making and true embodiment of democratic policy-making. In order to guarantee party leader to make policy scientifically and democratically, and realize party's leadership successfully, it is necessary to set up a modernized consultative mechanism of the policy-making of CPC. This part analyses the importance of establishing a modernized consultative mechanism of policy-making, its structure, function and its characteristics, studies its existing problems and the reasons, and discusses what kind of mechanism would be set up and how to set up it. PART Ⅲ : Perfect the supervision mechanism of the policy-making of CPCCPC is the sole party in power in China ,in which the Multi-party system couldn't be practiced like the western countries to supervise the party in power. It is necessary for our party ,being in power, especially for the proletariat party in power, to conscientiously set up the mechanism of the policy-making supervision which is scientific and efficient in order to ensure its leaders' policy-making in accordance with people's benefit. This part , proceeding from of our party's policy-making actual conditions , analyses the structure and function of the supervision mechanism of it, studies its existing problems and puts forward the measures and methods to strengthen the supervision mechanism of the policy-making of the CPC. .
