One Councy Two Systems" is a scientific and creative conception with Chinese characterishcsadVanced by Deng Xiaoping. It inherits the ti1oughts about the settlement of Taiwan and HongKong issuesbrought forward by the first generation leadersltip body of the Chinese Communist Party with Mao Zedongas the core, and develops the thoughts in ti1e new historic conditions by contributing new contents andtheorization. Judging from the forming process of the conception, it is the inevitable development of thetheory and practice of Chinese Communist Party's unifying the country.The scientific conceptiol1 of "One CounW Two Systems" stwts from China's settlement of Taiwanand HongKong issues. After tl1e fOunding of the people's Republic of Chil1a, the first generation leadershipbody of the Chinese Communist Party made some assumptions about the settlement of the two issues. Some of the principle ideas lay the ideological foundation for the conception ofne Country. Two SystemsConditioned by the historic background, the policy and principle concerning tIle peaceful settlement of Taiwan issue advanced by the Chinese Communist Party in the 1950s and 1960s were set in a iberate Taiwan mode, characterized by the coexistence of policies and armed unification. Armed unification constituted an important part of the Chinese Communist Party policies about Taiwan. The essence of the policies is to change Taiwan capitalist system and replace it with socialist system, thus achieving unification and practise ne country, one system. Set in such a mode, the Chinese Communist Party did not advance the scientific conception of ne Country, Two Systems, for is was basic impossible. However, the policies and principles about the peaceful liberation of Taiwan, advanced by the first generation leadership body with Mao Zedong as the core, play an enlightening role in the formation of peaceful unification policy towards Taiwan and the conception of ne Country, Two Systems, indicating a continuity in the Chinese Communist Party policies towards Taiwan.From the formation, development and application of ne Country, Two Systems* it can be seen that it creates a totally new theoretic ideology for the peaceful unification of mainland China and taiwan. Compared with previous policies towards Taiwan, the conception has the following characteristics: (1) The conception of ne Counby, Two Systems thoroughly breaks the mode of iberate Taiwan and no longer sees the change of social system as a precondition in the unification of mainland China and Taiwan. On the contraiy, it allows the existence of capitalist productive relations in Taiwan to promote the development of productive forces. The capitalist system can actually supplement, compete and develop peacefully with the socialist system. (2) ne Country. Two Systems* is not only a specific policy proposition, but also a scientific theory. Its theoretic sources are Marxist dialectic materialism and historic materialism, or the Chinese Communist Party thought of eing practical and realistic*. The conception proves to be feasible and practical in the settlement of HongKong and Macao issues. Therefore, ~One Country, Two Systems is a scientific conception of theoretic summarization and proves to be practical and feasible in practice. (3) ne Country, Two Systems* will be a basic form of national organization in the coming half century and even longer period of time. It is a normal rnther than an interim stage. Therefore it is a stable national structure form.To sum up, th~ conception of ne Country, Two Systems has an organic link to the policies and principles about the settlement of Taiwan issue put forward by the first generation leadership body of the Chinese Communist Party. What more, it is a reasonable and logic development of the policies and principles, representing the crystalliztion of the collective wisdom of the Chinese Communist Party over the past decades in their struggle for national unification.
