CPC's Thoughts And Practice Of Rule By Law Since The Reform And Opening-up

Since reform and opening up,the communist party of China has been gradually developed and deeper in their idea of “ruling the country by law”.The second generation of collective leadership,with comrade Deng Xiaoping as the representative,actively put wrongs to rights,looked for right directions for the legal construction of our country,and shifted their focus on socialist economic construction with “one central task and two basic points”.The legal construction in our country has been restored,restructured and developed,and gradually improved and perfected.The legal idea has gradually transformed from “rule of man” to “rule of law”.Running country by law was first made as the development strategy of our national construction in the 15 th National Congress of the Chinese Communist Party to finally build a socialist law-oriented country.And the basic principle on building socialist law-oriented country was formulated in the 16 th Party Congress.In the 17 th Congress,the development strategy was formulated to comprehensively carry out law-oriented system.In the 18 th Party Congress,comprehensively implementing the rule of law was made as the root for our national political construction and organizational reform.Researches on thoughts and practices of ruling a country by law are of great significance for upholding the people's democratic dictatorship,inheriting and carrying forward the political development theory with Chinese characteristics,realizing an overall well-off society,and finally realizing our Chinese dream of great rejuvenation.A comprehensive study and interpretation on reform and opening up,adhering to the idea of ruling a country by law and focusing on practices are beneficial to improve socialist political system,to realize the great ideal of building a socialist law-oriented country.This paper,with the communist party of China's basic strategy of governing the country by law as the perspective,analyzes this idea's theoretic system and connotation,summarizes its development,creation and practices by various leaders in China.Finally,by inducting and concluding the basic experiences on governing country by law by the communist party of China,this paper gets the practical enlightenment on carrying out and implementing the idea of law-oriented governing country,and reflects this idea's great value in guaranteeing people's overall development,realizing people-oriented values,promoting the formation of good legal order,and ensuring to establish a socialist harmonious society.
