The strategy to develop the western area of China and to propel the economic growth in the region has been worked out by the Central Committee of the Chinese Communist Party guided by DenXiaoping's strategic thought of "Two overall situations". It is a strategy to maintain the security in border areas, to realize sustainable progress and to improve the people's living standards. President JiangZeming stresses that quickening the western economic development is the urgent demand of national economic progress, the demand of modernization and the demand of a stable society.There had once been a golden time in the history of the western area which was the cradle of the Chinese civilization. But after the Song Dynasty, the western area have developed far more slowly than the eastern area. Since 1978,more favorable economic policies have been offered to the eastern areas along the coast. Furthermore, the opportunities , the favorable geographical position and the support from the people accelerated the economic progress in the eastern region. All these gradually broadened the gap between the western and the eastern areas, so to narrow the gap has been the most significant task in the 21st century. But developing the western region of China is an unprecedented pioneering work .Based on the analysis of the theories of Development Economics and the experience of other countries, this thesis aims to analyze how to make the region 's economy advance continuously.The thesis has three parts:The first part summarizes the regional feature of the western region and the strategic emphasis of the region's development including natural forest, wild flora, fauna resources, pastureland, economic level, standards of education and technology ,which have been the vital terms to determine the world progress. The main factor restricting the economic growth of Western China is that the superior mineral and energy resources coexist with the environmental worsening, that is to say, the advantages are conjunct with the disadvantages. The second chapter deals with the theories of Development Economics. The following is the argument about these theories :1. The Theory of Growth Poles. The core of this theory is that the foundation of the Development Poles lies in the assemblage of some dominant or innovative enterprises in which the capital and techniques concentrate, and then produce large benefits. As a result powerful economic radiation forms and will benefit the neighboring regions. The Poles could be established either by governmental economic plans or by the market system regulating enterprises to collaborate spontaneously in big cities or in developed areas. Generally, the theory, emphasizing the formation and progress of developing centers, is actually an idea about advancement within some zones where the economic growth at first appears in some centers and then spreads from centers to surrounding areas.This part also analyzes the American pattern in exploiting undeveloped southern land which may offer reference for us.2 .The Principle of circular and cumulative causation.The theoretical framework of this principle is the change of various economic or non-economic factors, such as capital, labor, laws and regulations , customs and techniques. In a dynamic economic evolution, all factors contact with each other, influence each other and present a circular cumulative state: if one factor changes, the others would have corresponding movement, strengthening the former factor and then result in the economic growth along with the former factor. Consequently, this unbalanced connection is a kind of circular-accumulation .In order to narrow the gap between the poor and the rich, the government should take special steps to stimulate the underdeveloped instead of waiting for the developed to eliminate the gap. So the conclusion is that the system and the governments leading role of boosting the undeveloped are the most important.3.The New Theory of Growth.The New Theory of Growth pinpoints...
