With the progressively advancing of the state ?owned enter- prises of our country ,men抯 display of initiative and creativity has aTh猷iiiig on the success of an enterprise increasingly. By granting three different kind of human capitals, including managers, scien- tific workers, and the staff, different but effective motivation sys- tems respectively, we can mobilize their zeals and initiatives ex- tremely and have them carrying out the jobs of high qualities in order to promote the healthy and stable development of the enter- prises. (1) As the most important human capital of an enterprise, the manager and his behavior are of crucial for the development of an enterprise. This thesis believes that the key to resolve the Low efficiency of our state ?owned enterprises lies in the reconstitution of a kind of incentive system which aims at cultivating the real en- terpriser under the modern enterprise system. This system is a di- versified concept which not only includes the yearly salary system that can exert the short ?term incentive influence, but also con- tains the long梩erm incentive modes such as the stock option sys- tern, and embodies the incentive system on spirits that has still played an important part in China, a socialist state. ?? (2) With the increasingly intense competitions of science and technology in the modern society, the enterprises more and more depend on the technological innovations and the high ?tech prod- ucts to occupy the market. It makes the market values of the sci- entific workers with innovation spirits increase step by step. This thesis-thinks that a new system which constitutes under the com- prehensive influence of three incentive systems, such as property motivation, market motivation and enterprise motivation, can motivate the scientific workers?innovation spirits on products ex- tremely, and have them bring enormous economic results for the enterprises increasingly. (3) The high qualities and positive participation senses of the staff are a kind of important force to promote the development of an enterprise. This thesis believes that an enterprise must at~h importance to the function of every ordinary workers and possess its own centripetal circle in the course of reform. That is, the en- terprise should form an environment which can motivate the staff抯 vagours and display everyone抯 master status by the sys- tematic constitution. In addition, the staff can display their own potentials positively and take part in the enterprise抯 reform in this environment actively.
