On The Principle Of Democratic Centralism In The Party's Decision-making

The Communist Party of China is the core of leadership of the all nationalities in China. Party leadership has been realized through formulating and implementing correct line, guiding principle and policy. Formulating and implementing Party抯 policy decisions determine the realization of Party leadership directly. So it is necessary to study Party抯 policy decisions. Historical experiences prove that Party抯 policy decisions were correct when we upheld the principle of democratic centralism, and that Party was easier to make wrong policy decisions when we failed to uphold the principle.Therefore, we must study the principle of democratic centralism. The paper consists of preface and three parts. The preface puts forward the subject. The first part introduces the concept of Party抯 policy decisions and their main bodies, and the principle of democratic centralism and its carriers. Then, it demonstrates that the principle of democratic centralism standardizes the relationship among the decision-making bodies. The second part lists the problems in carrying out the principle of democratic centralism, and analyses two factors: the decision-making bodies and the carriers of the principle of democratic centralism. The last part elucidates how to ensure carrying out the principle of democratic centralism through ideological education and institutional building.
