Analysis Of The Senior Managers Of State-owned Enterprises Ethics Quality

The reform of the state-owned enterprises (the SOEs) is, as systems engineering, connected with many things. It touches upon not only the proper rights of the SOEs, the system of the economy, but also the top managers ethical quality .The top managers arc the core of the SOEs, who control the operation and the development of the SOEs and are the key figures of the reform of the SOEs. The SOEs?development and their reform are in large part determined by ability and quality of their top managers. With the development of market economy, and the increasing of market rationality, as the main part of business ethics, the top managers ethical quality is more and more important to the reform and the development of the SOEs. In fact, it is evident that the top managers ethical quality, to great degree, affects the reform and the development of the SOEs. However, in the reform, people usually ignore the problems of the top managers ethical quality, and pay excessive attention to other factors, which is harmful to the reform of the SOEs. As a result, the thesis focuses on studying the top managers ethical quality. In this thesis, we hold that the problems of the top managers ethical quality are one of the important reasons resulting in the constant problems and the slow growth of the SOEs. Thus, this thesis tries to construct a system of the top mangers ethical quality, in order to develop Chinese business ethics and promote the reform of the SOEs. The thesis consists of four parts. The first part is the introduction that sets forth the definition of the top managers ethical quality, the current significance of the study, and the challenges facing the top managers. The second part sums up the thoughts of. Chinese and foreign managers ethical quality in the past and at present, and gives some brief comments on them. The third part narrates and appraises the situation of the top managers ethical quality of the SOEs, analyses the reasons that lead to ethical problems and especially puts forward our own views, that is, the three types of ethical quality possessed by the top managers of the SOEs. The fourth part discusses the conditions that cultivating the top managers ethical quality of the SOEs needs. The thesis puts emphasis on the third part and the fourth part.
