Our nation is in the transition period in which we are turning the system from planned economy to market economy. The series reform is a deeply reform, it抯 not a part抯 change, it抯 not a simple policy change. The reform is to bring forth view ideas of system, it抯 to adjust social interest deeply. In this period, government acts as a very important role, which allocates social interest, and makes social interest in different interest principle part maintain balance. The balance is an important condition to have the society develop freely and quickly. At the same time, we know that the government is also an interest principle part, too, it also wants to work for interest for himselve, including something that is lawless or unreasonable. Government抯 interest influences government抯 way of management and the officers?action; it influences macro-control ablillity and administrate efficiency; it also influences reform抯 victory and failure. The government must standardizes its interest, at first, it can set up its authority, it can achieve its management~ s aim. In this essay, from the view of politics and public administration, a tentive attemptation is made at probing into such questions as the conception, 4 constitute, mistake actions and countermeasure of 3 government抯 interest. The organization of this paper is as follows: Part One, a general introduction of government抯 interest, discussing the definition. In Part Two, the constitution of the government抯 interest is demonstrated, it includs ruling class?interest, public interest and the government抯 self-interest. Part three, lists the phenomena of the government抯 interest. Part Four analyses the reasons of the government抯 interest in two main aspects. Finally, Part Five raises the countermeasure and proposal on how to understand and standardize the government抯 interest.
