Facing the China's securities-market, most people deem that it is the main sound to reinforce the administrative regulation. Whether or not the administrative regulation can be continued reinforcing unlimitedly, some say what we can do to strengthen the administrative regulation. These two points also need our research.In this article, from an administrative law point of view, the author will try hard to show that it is too difficult to realize the aim to perfect our securities regulation .The government self-regulation is important too. And the author advocates to taking the government self-regulation in the securities regulation system. It can alleviate the violent shake, which comes from the "Government Securities Regulation Failure". The author will give some superficial understandings of hers on the problem, and try to give an special law explanation to some unintelligible point, for example, the State can be regard as an administration subject.The article is composed of four parts as a whole. In part one, the author describes the necessity of the government self-regulation in securities-market. Part two, the author expounds the existence and the significance of existence of the securities administrative law relation. That will make a law platform to regulate the behavior of the government in the securities-market. Part three, taking the securities administration subject as the axle center, the writer carries out a discussion about the flaw making by the State, the State Council, the Securities Supervisory Committee and the Stock Exchange when they exercise securities administrative authority. Based on approving the achievement given by securities regulation, in part four, the author puts forward some tactics of avoiding "Government Securities Regulation Failure".
