The manipulation of the securities market is implemented through various means like affecting the capital mobility and directionality, which deviates the stock price from its own value. This can directly affect the interests of the investors, destroy the function of the stock market order and resource optimization as well. In China, due to a rather late start of the securities industry, there is little research on securities market manipulation and government regulation that leads to excessive stock market manipulation in reality. This paper analyses the definition of the way and the content of market manipulation of both at home and abroad, on this basis, the paper pay more emphasize on clear the behavior subject, the way and purpose of the conducts, which are used as main content of definition. The government, in the meanwhile, by utilizing the principle of presumed-default liability to protect the interests of investors, further clarified the nature of illegal act of tort and fraud. This paper mainly studied on the following aspects:first, it introduces the concepts, characteristics and the nature of the securities market manipulation as well as the necessity for analysis; second, the paper explains the present status of the government supervision over stock market manipulation, and the imperfect factors of the stock market system in China; third, discuss the problems of government regulation over the manipulation of the securities market and the reasons for it; fourth, summarizes the conclusions and recommendations according to the third section. Above all, this paper is aiming to provide the advice and inspiration through studying the laws and regulations of government supervision on the manipulation of the securities market.
