In the knowledge- economy times, HR competition is the real core competition between the enterprises. As the price-signal of human capital, salary is important in directing the moving of HR. This thesis is try to help solving the problem of attracting and prompting the HR and to improve the running efficiency of the non state-owned Hi-tech Enterprises (NSOHEs) by the composing and designing of their salary system.This thesis is wroted in the thinking logic of engineering. Firstly, it analyzes the NSOHEs' salary system character and their problems. Secondly, it bring forward a set of designing ideas and solving projects suiting for the NSOHEs on the bases of analyzing the modern salary tools specialty and salary system running mechanism and of abstracting the useful experience for the NSOHEs. At the same time, the thesis tries to think deeply about the aim and method of salary system designing and then puts forward the three stages of the designing method. Finely, it applies the methods to the designing a real case.The thesis pays much attention to the combine of public problems and particular problems, to the enterprise's environment, strategy and stage of the development and as well as to the object of the salary-employee, to their part in the organization and their behavior characters. Accordingly, it carries through the detailed analysis and design of the several important post series, advances a few methods to solve the practical problems in the enterprise after the analysis of their public problems. These methods are believed to be useful for reference for the other NSOHEs.
