Scientific And Technological Progress And Institutional Innovation Is The Basic Way To Solve Farmers' Income

Hard to increase Peasant's income (HIPI) is the striking feature and main contradiction as Chinese agriculture and rural economy enter into a new phase. Since 1997, the increment of Peasant's income Consecutively fell down, the income gap between city and country has been widened again. All the channels for peasants to increase their income have been hindered. After entry of WTO, the Chinese agriculture faces even more severe situation. It is an urgent issue to resolve the HIPI. This paper, guided by some principles of Marxism and philosophy of Science and technology, analyzes the status quo and cause of the HIPI and proposes some solutions with the aid of latest research results of innovation theory and making concrete analysis of concrete Problem.HIPI is the result of exposure and interwoven of new and old problems and contradiction in the transformation from planned economy into market economy and from traditional agriculture into modern one. After classifying these problems and contradictions, the author believes that there are four factors that hinder the increase of peasant's income i.e. resources endowment, market situation, science & technology and system. Among these, the latter two are the key factors because the resource endowment and market situation are the objective reality and premises we have to face and stand on, while science & technology and system are means to solve the problem. Besides, we may overcome the shortcoming and the hinder of resource and market by developing science and technology and modulating system.Development is the truth. The essence of HIPI is our national economy, especially agricultural economy lacks of development. To solve the problem, we must develop agriculture on a large scale. As the development of agricultural economy is also a process of joint function by science and technology progress and system innovation, that is, a process to liberate and develop the productive force, therefore, we must rely on science and technology progress and system to solve the agricultural problem in China. Furthermore, science and technology progress and system innovation are the fundamental way out.Science and technology are the first productive force, Modern world is in a age of knowledge economy. The wide applications of Gene breeding, information internet, intensive agriculture, infrastructure agriculture, ecological agriculture and fine processing of agricultural products are bringing a deep and thorough change for the world wide agriculture and relevant industries, even for the whole world economy. Keeping an good eye on the situation, we must invest more on the research and spreading of agriculture technology and initiate an system innovation for science and technology. We also have to development agricultural economy and increase peasant income by relying on science and technology progress and boosting of the quality of peasants.Science & technology progress is surely important to the development of agricultural economy and increase of peasant's income, but it needs corresponding system to stimulate and guarantee this progress. The innovation of family contractual management and relevant system have promoted the development of agricultural economy and raised the incomes for peasants. But along with the change of levels of productive force and market situations, the present systems including land system, ways of agricultural production, management organizing system and financial and tax system increasingly could not fit the needs of the further development of agricultural economy. There fore we must provide a system stimuli for the development of agricultural technology and agricultural economy. The issue to increase peasant's income is not only a development problem of agricultural economy, but also a problem closely related to the development of national economy.
