Wto On The Chinese Government Process And Measures

The thesis is mainly on the influences of WTO by the fundamentals, such as unprejudiced principle, market-entering principle, transparent principle, ect., and the concrete rules, such as GATT, GATS, TRIPS; TPRB, and so forth on China's governmental process and China's solutions studied from two aspects, the policy making and the policy applying. In macroscopic sense, the governmental process is commonly thought as a course of the policy running, and its main parts are the policy marking and the policy applying. The influences on the policy applying are chiefly reflected by the influences on the administrative examination and approval that is the principal means in policy applying in China.After discussing the influences, the author analyzes the shortcomings of the governmental process. And then, he gives some solutions. But different with other researching, the most fundamental solution, the author thinks, is to re-divide the power between the central government and the local governments.
