Property Rights System Reform Medicare Import And Export Company In Guangdong Province

With the start-up of deepening reform and implementation of asset restructuring of Guangdong Foreign Trade (Holdings) Co. Ltd. in May, 2001, Guangdong Medicines & Health Products Imp. & Exp. Corp. (hereinafter referred to GDMEHCO) subsequently began to reform its property-rights system.This article suggests the strategy and policy for the reform of the property-rights system on basis of analyzing the general situation of GDMEHCO, the disadvantages of its present property- rights system and the obstacles hindering the reform. This will provide the helpfulness for its smooth reform, and the guiding principles to its transformation for juridical entity and real competitor in market place with the characteristics of "making its own operational decisions, responsible for its own profits and losses, self-restraints and self-development".This article consists of eight chapters. Chapter One introduces the background and purpose of property-rights system reform in GDMEHCO, the brief history of property-rights system reform in state-owned enterprises, the contemporary theory concerning property-rights system, the overview of domestic studies on property-rights system, the framework of property-rights system and the practical meaning of reform in GDMEHCO.Chapter Two describes the current situation of property-rights system in GDMEHCO, analyzes disadvantages of prevailing property-rights systems both in Guangdong Foreign Trade (Holdings) Co. Ltd. and GDMEHCO and their influences to the survival and the development of the latter.Chapter Three illustrates five principal goals in property-rightssystem reform, taking the establishment of property-rights system as the core according to the five basic characteristics of modern enterprise system.Chapter Four shows four principles we have to stick to for the smooth of the reform and the development of the business in the future.
