Property right's system is the most fundamental and important in system sets. Economical efficiency is based on property efficiency. The thesis analyses the property right of Jiangnan Machine Factory (JNMF) of Chinese Weapon Industrial General Company to probe into effective property right of Chinese weapon enterprise.There are five critical aspects in enterprise organization: (1) the design of organizational structure; (2) the internal assignment of the decision-making power; (3) the communicational ways, means and efficiency; (4) achievements of appraise system; and (5) the system of rewards and penalties based on operational performance. Being introduced into this article, the concept of "organizational structure" means the five key aspects of organizational structure , which from I can research the change of JNMF's organizational structure.The article points out that it is most important for an enterprise to choose proper property right and organizational structure. Clear property right can make sure trade region and raise efficiency of resources assignment. On the other hand, the assignment of the making-power is connected with an enterprise's success. Communicational ways, means or effect may affect informational transition and acceptance, and further influence on effect and efficiency of manage. Additionally, achievements of appraise system or award and penalty system, which is assignment system, is related with anybody's benefits and positive zeal.The paper analyses and evaluated the representative property right and organizational structure, which JNMF has experienced during the past fifty years. We can make a decision that clear property right and the organizational structure theory is effective and applicable.From the fifty years' development of JNMF, there come into being corresponding property right and organizational structure system in every phase. It is evident that the property right and organizational structure have brought positive effects and improved the overall value or core competence of JNMF greatly. But during the peaceful times, as the export of Chinese weapons having been less and less and it being inevitable formilitary goods to change into civil goods, the property right and organizational structure of JNMF don't meet with the requirement of economical development: It has obsessed the development of JNMF because of single state-owned property right, unreasonable organizational structure , the system of appointing people by favoritism and equalitarianism.The article gives some suggestions in order to build effective weapon enterprise: (1) It may absorb foreign capital or private capital, change single state-owned property right and make it variety; (2) It should advocate branches of enterprise. We can enlarge the automation of branches of factory and let the branches of factory build their own profit centers; (3) Performance appraisal system must be scientific and reasonable in order to fulfill the enterprise goal and lift up the potency of the enterprise.
