Great achievements have been accomplished in the area of absorbing foreign funds in China ever since the reform and open-up in 1978.To bring in and make use of foreign funds contributed a great deal to the socialist modernization and construction since then. Up to today, under the guidance and direction of the CCP's thought and policy concerned, the great task of absorbing and utilizing foreign funds is undergoing a prosperous development. Yet, where did the present practice of absorbing foreign funds originate from and how did the relevant thought and policy of CCP develop? How to evaluate and comment on the CCP's thoughts and deeds in question in its course of leading China's revolution and construction thereafter? The present studies on the matter of absorbing foreign funds in the history of the CCP are frequently focused on the period after the year of 1978 while few studies were made to the period before the year of 1976. Therefore, a systematic and deep study on the job of absorbing foreign funds done by the CCP before the year of 1976 is greatly needed and an objective and comprehensive evaluation is thus quite necessary. To put it short, this is why this paper is written. The paper is divided into four parts with part one dealing with a detailed study on the production and development of the CCP's thought on absorbing foreign funds .In this part, a chronological order is followed to describe the historical development of the CCP's attitudes and policies on foreign funds and their businesses in China. Following this description, the reader might be led to an understanding of function of the Party's thought on absorbing foreign funds before the year of 1949 to that after the year of 1949.Part two begins with a concise summary of the CCP's thought on foreign trade and a retrospection on the practice of bringing in foreign funds from the Soviet Union and East European countries soon after the founding of People's Republic of China. Then, a study on the bilateral trading between new China and capitalist countries and bringing in foreign funds of China from them is conducted on the basis of a careful observation of the CCP's policies on foreign enterprises and on bringing in investments by overseas Chinese.The error of "left" since the latter years of 1950's affected the process of importing group equipments and installations from foreign countries. The "great cultural revolution" began in the year of 1966 even created a forbidden zone to absorbing foreign funds. In part three, the frustrations and detours of the CCP's thought on absorbing foreign funds since 1957 are studied and the practices of bringing in foreign equipments in 1960's and 1970's are observed.The final part is a part of comment. Adhering to the principles of metaphysical and historical materialism, I attempt to provide the reader with an objective and down-to-earth evaluation to the work of absorbing foreign funds done by the CCP before the year of 1976. Also in this part, the political, economic and diplomatic significances of absorbing foreign funds are generalized and the relevant lessons are drawn to serve for the later works.
