The paper begins with the introduction of conceptions and gives the clear definitions and analyses of High Technology, Science Park, humanity, humanity factor, and humanity circumstance. On the basis, it expounds the practical problems in the current developmental process of Science Park at home and abroad .It mainly compares the success of Silicon Valley with the decline of Route 128 in USA, and inquires into the successful experiences and the questions puzzled them in domestic Beijing Zhongguancun Science Park and Taiwan Xinzhu Science Park from the angle of the humanity circumstance factors, and further analyses their profound reasons from two aspects of culture tradition and value outlook.
