Industrial Development And Spatial Planning Of New Science & Technology City--Taking Binjiang Science & Technology City, Hangzhou As An Example

The Science & Technology City is still a fangle in the field of city science. Researches in the planning of Science & Technology City are fewer, much still less comprehensive and systematic research and researches which can combine theory with practice. Viewing from the point of city development, the name of New Science & Technology City might be more accurate, for it means a city that has been planned and rebuilt with a certain size and population density. However, in light of the natures of high-tech industries, which constitute the dominant factors of Science & Technology City, Science & Technology City is different from New City which has been universally recognized. Viewing from the angle of industry, Science & Technology City is a cluster of high-tech industries, which will be served as a kind of culture to take roots in the community. Appeared as a carrier of clusters of high-tech industries, the Science & Technology City will enable its own construction to interact with the production, living and recreational modes related to and matched with the high-tech industries. High-tech industries' characteristics and development trends will imperceptibly influence on the planning and construction of Science & Technology City, in return, the mode of planning and construction, however, will also promote or contain the development of high-tech industries. This paper, by taking the planning of Science & Technology City as the basis of research, building up a frame which comprises New City Planning Theory, High-tech Industry Development Theory, High-tech Industry Park Development and Construction Theory, put forwards that the development orientation of industry and its constitutes should be firstly considered while planning and designing Science & Technology City. Only after this is denned, the planning design can assure the success of Science & Technology City.Although this paper explores the research aiming at the appearance of Binjiang Science & Technology City, Hangzhou, it broadly collects the materials in regard to relevant theories and practices which have gained at home and abroad, and makes analysis and comparison, rather than to be only confined in Hangzhou Bay. In building up the research frame, the thorough research is conducted for the self-development law of high-tech industries, development pattern of High-tech Park and construction theory of New City, and the conclusion is finally drawn up which has an instructive significanceprevalent to the planning of Science & Technology City. At the end ot this paper, by applying the fruits of theoretical research to the planning practice, it lays out Binjiang Science & Technology City from the aspects of industry development, spatial arrangement and function zoning. Currently, parts of research fruits have been put into practice. In accordance with the information feedback from practice, theoretical research will for sure be conducted in due course and made in advance. The author will proceed with the issues in the paper which are worth of further considering, and follow the actual planning construction of Binjiang Science & Technology City to achieve excellence in the planning of Science & Technology City.
