On The Right Of Public Security Administrative Enforcement

" Govern our country according to law , build a social legal country " is the great governing policy put forward by the 15th Conference of our Party . The fact that China joined WTO must quicken the legality modernization process of China . Enforcing administrative authorities is the necessary requirement of governing our country according to law . Public security organs are important parts of state organs . They are executors of the national will , defenders of the national power and representatives of the national management . They attack criminals , maintain social security order , protect the people' s human rights and assets and consolidate people' s democratic dictatorship . The more standard of public security' s enforcing administrative authorities will play an active role in establishing healthy , civilized and advanced legal environments . However , some problems exposed out are becoming barriers of our governing policy . So this thesis studies public security administration from various aspects . Itincludes seven parts;I . It mainly tells the concepts , nature , functions and requirements of public security administration and public security administrative authority .II. It mainly tacks about the subjects , discusses the meaning , categories and basic nature of public security subjects .III. According to the entitlement of constitutional law and other law , it divides the legal ranges of public security administration into seven categories and then discusses them fully .IV. It mainly discusses the forms of public security administration .V. It mainly discusses the enforcing principles of public security administration and points out they are the general principles which should be kept .VI- It mainly discusses the requirements of public security administration from four aspects .VII. It mainly analyzes the problems existing at present and reasons for them . Then it puts forward the concrete preventing measures which should be taken .
