Comparative Research On Pulic Housing Policy In Developed Countries

Object of study is public housing policy in developed countries.Abroad will provide low-income people to meet their basic living needs of housing is called public housing, In our country will be called affordable housing.Affordable housing is a matter of social harmony and stability of the livelihood of the people project,it is alsothe key stage of adjustment of the multiplex housing supplysystem. In recent years,the scale and investment of China’slow-income housing construction are expanding gradually,which have played an important role to solve the urban low andmiddle income families’housing problems.But there are stillsome problems exist,such as small covering area of affordable house,insufficient funds, lack of relevant laws and regulations are not perfect etc..This paper made a comparativestudy of the origin, development and change of three typical developed countries’ affordable housing policy, and summarized the British, America and Singapore,the three national affordable housing policy of the similarities and differences, trying to find a consistent with national security Chinese Road housing policy development,which is to provide experience and reference for the development of our country at the present stage of affordable housing policy.The main content of this paper is divided into three parts:the first part of the development process of three typicaldeveloped countries, affordable housing policy, which summedup the characteristics of each country in different period of development of affordable housing policy, as the comparison to pave the way for the following. The second part is the main content of this paper, which makes a comparison ofthe coverage, subsidy financing pattern, the legal laws and regulations of the three national affordable housing policy, and summarized the three countries in different periodsof housing security policy and quality of the individual countries is worth using for reference the policy measures. The third part, via the above fact theory, pointed out three affordable housing policies in typical developed countries are feasible in the present stage of our country guarantee for the development of application of housing policy, andproposed the construction opinions in five aspects,which are the functions of the government, the ladder of housing supply mode, the source of funds, management system and laws and regulations, in order to explore affordable housing policy reform in a line with China’s national conditions and the present development situation of the path in the process of practice.
