| In recent years,China’s economy has developed continuously and rapidly,great changes have taken place in every field of society.With the changes of the society,the original social relations have been broken,many social problems emerge.The state must accelerate the pace of innovation in social governance and improve the level of legalization,socialization,intellectualization and specialization of social governance.The basic-level judicial administrative organs play a very important role in social stability and social governance innovation with the public administration functions.However,for historical and practical reasons,there are a lot of problems in the process of administration and the development of administration activities,which has seriously affected the performance of its public administration functions.The basic-level judicial administrative organs need to clarify the problems and the challenges,adjust the administration system and working mechanism,strengthen their own construction and resource guarantee,optimize and integrate the functional system,innovate the way of realization,create a new situation to play their due role fully.From the performance of public administration functions of the basic-level judicial administrative organs,to analyze the problems in the process of performing public administration functions and seek some improving measures.Through literature survey,study the development of the basic-level judicial administrative organs in recent years.Through field observation and interview,investigate the performance of the public administration functions in the basic-level judicial administrative organs in J District,Tianjin and from the overall administration process to analyze the interrelation of each element and their influence on the performance of functions.Through the research,it is found that there are some problems in the basic-level judicial administrative organs,such as unclear positioning,inadequate system and mechanism,inadequate functional integration,imperfect organizational construction,which lead to the ineffective performance of the public administration functions.Using the system point of view,clarify the positioning of the basic-level judicial administrative organs,construct a relatively reasonable management system and working mechanism and put forward suggestions to strengthen the public administration functions. |
